This would be good if it was used outside of the trading forums. We can't have people moving around their trade posts, because that would cause a lot of confusion.

Yes, BUT...

Instead of just rearranging them if the owner of the guild did not make the post, first copy \ paste the PIN and repost it and than when ever something else qualifys as a PIN Post

just edit it in as you can unlimited edit in the guild topics.
