All actions bars fade out while not in combat on that one.

Most important addons I use for my UI:
-Bartender 4
-BattlegroundTargets (aka "BGT", on left center screen, showing the 10 enemies in a 2 columns bloc with roles, class color, % HP remaining, number of allies targeting each of them, which one is in range and other stuff like FC / cart carrier)
-Decursive (for the healer, its the small box right of every allied character frame)
-Healers Have To Die (showing big "+" in circle on top of enemy and allies characters healing, as you can see on first pic)
-IceHUD (SHowing HP/ressource - like mana or energy - and casting bar of my character, of my pet, of my target, buffs/debuffs on me and my target, etc, all arround my character, in non obstrusive way and fast to check)
-Recount and RecountCC (mainly to keep track of decurses and crowd controls)
-Deadly Boss Mods (aka "DBM"), module "PVP" (to have timers, on the right, under the map)
-Sexymap (to have the blue map with buttons arround fading out)
