Bncache.dat (bnet log files cache) is often the main source of several fps/ping issues, especially when its size is over 1000 kb
Don't worry, nothing bad could happen deleting it. Although it will reappear once you logon.
If your connection runs well make sure your computer doesn't have too much active processes and enough memory space.
Are you actually trying to connect on the proper server ? US East I guess for you @ MI
Yeah i am connecting on east and ive ran the computer in safe mode with internet connection and i had only like 6 applications running & still had this lag.
But the computer having enough memory ive used 62.0 gb out of 74.4 gb for my C drive. idk if that helps.

-Even if you have it disabled, check your firewall's allowed programs
is d2 on there? If not, add it, and make sure its checked.
then, reset your modem (and router, if you have one)
this fixed my issue.
