there's the pre-actionframe, actionframe and post-actionframe "states" of the cast, so with better actionframe you'll make the tele faster but spend 1 more frame "recovering" from the tele

86% FCR is an actionframe (AF) breakpoint. Meaning: the spell is initiated 1 tick (= 0.04 s) earlier in the casting animation with 86-124% FCR compared to 75-85% FCR.
75-85% FCR (10 ticks)
AF: 07 (6 ticks of pre-action, 3 ticks of post-action)
86-124% FCR (10 ticks)
AF: 06 (5 ticks of pre-action, 4 ticks of post-action)
