as far as i know the goal ref is only allowed to make cals for goal / no goal
everything else is line-ref's job

well, afaik that's his main competence and the ONE thing HE ultimately decides but i'm pretty sure he's allowed to communicate with the ref and share his observations in such cases of handballs 2m away from him or clear fouls in the box that he can spot...
