Cta gives +1 all skills and then +bo, so if you get a 3bo, a barb gets +4 total instead of +3 from olvls...

because of barbs, olvl caps ctas on barbs at 3. And then it's +1 all skills.
Same reason why sorcs can only see +3 inferno on a flamebellow

bo sticks are cheaper. that's why most use them.
