Depending on the skill, level, and number of charges remaining, they will usually charge you quite a bit for this repair service.
Charged Item SuffixesThe following applies to

crafted items. Since all charged item suffixes belong in the same affix group (44), an item cannot have multiple charged suffixes.

- mod1min, mod1max: min and max values given by the affix, used to determine skill level and number of charges
- itypex, etypex: item types on which this affix can appear, or will never appear (reference to ItemTypes.txt)

The Arreat Summit lists charged item suffixes in a slightly different way:

Don't get reqlvl and levelreq confused; levelreq is defined by the affix, whereas reqlvl is determined by the placement (row) in the skill tree. - The number in ( ) next to the item type is the same as 'level' in the above table (the minimum affix level).
- The [X/Y] notation is equivalent to min and max above, with X = -min, Y = -max

Shopping for LT and LR WandsSince Normal and Exceptional wands have a magic level of 1, their affix level (alvl) is

Using the table of charged item suffixes, we find that the required affix level for Life Tap charges on a wand is 24. For Lower Resist charges, it is 36. So we need

Shopped items have ilvl = clvl + 5, with a further restriction in Normal,

the condition max{qlvl,ilvl} >= 23 is always satisfied if we are clvl 18+ and shop in Act 3 Normal or later.
- A wand with Life Tap charges may be shopped at clvl 18+ in Act 3 Normal or later
For ilvl < 44, we get level 1 Life Tap (67 Charges). - A wand with Lower Resist charges may be shopped at clvl 30+ in Act 4 Normal or later
For ilvl < 76, we get level 1 Lower Resist (67 Charges).
At higher ilvl, the figures from the previous section apply.
Shopping for wands with level 6 LT charges or level 3 LR charges must be done in Nightmare or Hell, and no sooner than clvl 91 or clvl 94.
