Yep, it is not an error.

However, since he drops from TC 72, he cannot drop much in the high end anyway.

Not to mention, he is a pain to find, compared to Mephisto.

As does Bloodraven and Coldworm - both 88. Coldworm even drops from the same TC.

However, Act bosses get a much better upgrade for their items than other bosses, so the fact that these are higher level doesn't mean by any means that they are equal as an MF target. They are in fact much, much worse than Meph.

Yup, yup!

Just saying that I always thought meph to have the higher level, since he's a boss featured later in the game, and is known for his drops (think the best I've gotten of Duriel was a dwarf star). Guess my intuition was wrong o.O

tl;dr . Some one has too much time on his hands.
