If feels you're saying 6 ml can spawn with a rlvl other than 96.
And it feels you're saying a ring without the affixe 6 ml could be rlvl 96

You got an unwanted affix level 69 you forgot here.
Maybe it was intentional because you don't talk about "optimised crafting".
Then, the only best Ilvl is 71.

I would give the level for a shopped item aside, it won't complicated the guide and the difference is high enough to point it out.
