What's the best way to make potions, if you have vials of water, herbs, and seconds?

Is it better to first put all of the herbs into the potions, then do all of the seconds?
Or just get vials, add herbs, then potions directly after?

Herblore.

I do it 9x9x9 but most will say 14x14 then secondary ingredients after

14 vials
14 herbs
Mix
14 secondaries
Bank pots. Repeat.
