The "Precision" suffix, +(16-20) dex, is magic-only. It cannot spawn on a crafted ring. To get 20 str, 20 dex on the same ring, you would have to craft a Hit Power Ring.
Since you brought up the Blood Ring recipe, let us look at it. Actually a good example that has plenty of desired affixes and hardly requires any calculations.
Fixed Properties+(1-5) To Strength
(1-3)% Life Stolen Per Hit
+(10-20) To Life
Random (desired) Affixes(P) +(21-30) % f/c/l/p res (level 18, rlvl 13)
(P) +(8-11) all res (level 56, rlvl 48)
(P) +(101-120) AR (level 22, rlvl 16)
(S) +(10-15) dex (level 56, rlvl 48)
(S) +(16-20) str (level 74, rlvl 66)
(S) +(31-40) life (level 68, rlvl 60)
(S) +6 % ML (level 86, rlvl 74)
(S) +(7-8)% LL (level 77, rlvl 65)
Now, since Rings have qlvl 1 just like Amulets, a Blood Ring can be handled exactly like a Caster Amulet. Only the numbers are different. Question is, do we aim for 6 % ML or not ?
Note that if we roll 6 % ML when crafting, we will ultimately be looking at rlvl 96 (= 74 + 10 + 3*4). This is something to consider. If rlvl 96 is of no concern, then we should just gamble and craft
Blood Rings using at least
clvl 89. At the lowest (ilvl = clvl - 5) this implies alvl = Ilvl = int(89/2) + int((89-5)/2) = 86 which is just sufficient to generate 6 % ML.
Otherwise, if we do not like the rlvl as high as 96, we may get rid of it by tuning down the crafted Ilvl (= alvl), thus preventing 6 % ML from spawning. The second-highest affix is the "Lamprey"
suffix, +(7-8) % LL (level 77, rlvl 65). In that case, we need alvl 77 (= Ilvl) and hence
clvl 80-83 (with clvl 84 we may gamble ilvl 88 and thus craft Ilvl 86, which would make 6 % ML available).
Notice, the "Titan" suffix, +(16-20) str, has a
lower level (74) than "Lamprey", but a
higher rlvl (66). Hence, at the highest we will be looking at rlvl 88 (= 66 + 10 + 3*4) in this case.
Here is an absolute kick-ass dual-leech Blood Ring (fictitious but still possible)
3 % LL
6 % ML
120 AR
25 str
20 life
11 all resDrool over it now, as none of us will probably ever craft anything like this ^^
