There is a lot of speculation that has been going around for years saying that Dragon is either a weather Paramecia, wind Logia, or master Haki user. Since Sabo can use some of his techniques I am assuming he is a master Haki user since he also possesses the will of D. But it could be that he is a devil fruit eater and master Haki user since he is also the most wanted man in the world.

I could have sworn they said he had the wind logia back in logue town

He did create a lightning that saved Luffy in Logue town, so a wind logia doesn't seem right either. I like the mythical dragon zoan theory, or weather paramecia
