why did fuji say "It kills me to know that we are the ones who put u through this"..?

Is it because Doflamingo's shibushika is under the World Gov't control?

World Gouv push Muggy to take down Doffy. Because he said World Gouv won't be the hero in this act. So they must let someone else to take him down.

Also Fuji said that he wants to clean out schibushika (his own plan I think).

Personally, I like Doffy. Sad to see him out of One Piece story.

Because as marines they should protect the people. Doffy is part of the sichibukai which is an ally with world govt. its their responsibility to stop someone like doffy from taking over a country and causing havoc, which they failed to do. So thats why hes apologizing lol
