i was thinking this only applies to paramecia fruit users. although the king's haki might have something to do with it as well, i wouldn't disregard that information.
I don't think we have seen anyone with fruit powers as strong as Doffy, especially not a paramecia user. The only noteable paramecia fruit users i know are luffy, doffy, boa hancock, and kuma.

We have already seen Awakened Zoan Devil Fruit users. Crocodile revealed the Jailer Beasts in Impel Down were Awakened Zoan-class Devil Fruit users. Choppers Monster Point is another one..

Haven't seen any elemental awakening except for doflamingo now. Even the admirals also don't have or didn't show.

I think the punk hazard can be called an awakening because it left the environment to stay the way they are after the fight.
