Rubber is elastic yes, I kinda fail to see your point here.

well, i wonder why there arent "haki water" or haki ice...

He made his haki elastic, usually when ppl use haki armament, it was stiff and hard like metal.
AKA when they were on the female island, the hair turned to a steel arrow.

and usually luffy would never use his rubber ability to defend an attack other than bullets.
He technically absorbed attacks while during haki + use his rubber elasticity to enhance the dmg on haki attacks

and cant u say the girl in the beginning of the series with umbrella that can change her weight to anything to be copied by the guy who goes ton from doflamingo's army

I don't get how it's elastic? Cuz he stretchs? Hasn't he been able to stretch
