Why does One Piece univers always hurts the animals?:-(

So im not quite caught up on this but one question has been nagging me since I started one piece. With so many Devils fruit eaters in the world why dont they use sea prism stone(Kairousseki) in bullets? Theyve got it in the form of handcuffs and normal weapons so why not bullets?

cos Kairousseki is rare, and strong pirates with GFG bounty and gg haki users can easily doj them, so it'll be a waste to give to lower ranked marines to shoot randomly.
They were used in impel down i think

no sea stone bullets were used. I do wonder why no haki was used though

I think imbuing haki into bullets is not possible because of the fact that direct contact is needed

not that many people early on at the weaker seas could use haki anyway
