though it does make everything look the same boring crap if used wrong

yeah but how does topaz differ from the million other filters on photoshop? True if it's the only thing you're using at the end result to make it look 'pretty', you're right, it's terrible looking and there's no art to it. But I've used topaz to fix bad quality photos/renders before actually using in the signature, and as long as you don't go overboard it's not even noticeable.

Any1 have any idea where to get some decent GIMP tutorials??? Ive tried google and deviantart but i follow them as closely as possible and i still get "no, you sucks" on all my ratings

just keep reading tuts, eventually ull be better at following them and at making sigs
u could prob even follow the same tut 10x times and get a lot better
and dont think it's tuts alone to teach you, you teach yourself the more u learn and practice

I really like the way it looks and once I find/think of a theme for a signature/avatar for myself, possibly someone familiar with this style
would create one for me, but first I'd like to know what the ' style ' is so I could possibly find more images created like this, thanks.

How would you color in a picture like this


on photoshop?

I've seen people take black and white pictures like that and make them into detailed color

I wanted to know how to do this because I find a lot of good penciled images but they're never colored.
