read my earlier post asking how they determine speed. Raikage doesnt teleport and he says that minato is "faster" than him. Naruto beats the raikage in speed and now minato is shown to be in the exact same form lol. Did they every say explicitly that naruto surpassed minato in speed and if so does minato now get that back seeing as how he can use the same form.
