every skill without delay uses the normal fcr tables, since both wind-up and back-swing are considered

foh speed was always determined by fcr. general rule of thumb: weapon skills require ias, non-weapon skills (i.e. spells, like foh) require ias. if in question, consult amazonbasin. in D2L, fcr it barely mattered for foh because of the massive delay (1 sec or 25 frames iirc) and because the skill was not useful for pvm either
