What does “EP on step count” mean?

I personally do not know what it does, but from experience ... you have to clear a certain amount of steps (unexplored to encounter EPs) to activate that objective.

Here is an example... you are level 20, you still need to complete Pinch of Evil Presence (level 6 or 8 objective) that requires a MINIMUM of 3 EPs to spawn... you enter the catacomb and encounter 3 EPs ... you WON'T get the objective unless you have explored X number of steps in that maze dimension. So for solo'ers, it is harder than a full group.

My boy izParagonzi nailed it. This will also apply to Objectives like Ambush and most other objectives as well.

Take Pinch Of Evil for example:

You can run a lv 5 or 10 map with +10 EPs. If you hit 5 3-wave Eps in your first 5-10 steps, none of them will complete the objective.
But maybe 20-40 steps if you hit one you have better odds to complete the objective. But it is not 100%
