it doesn't matter whether you do it in public or in private. Insulting others is against the forum rules. As the name suggests, a PM is a private message between you and other user, it is not subject to moderation. But if the situation persists, you may be banned from contacting that person

No, you are not "allowed" to flame someone, be it through PMs or other means. The site rules apply to every part of the site.
