If someone wants a background as before alot had? (neon around the rectangles, name under friend list, etc)

Sadly it totally depends on what resolution, windows scale and browser zoom.

Easy thing to do it take a screenshot and make a mockup around the borders in illustrator or photoshop. Then it will at least work for your set up.

Yes true, but as you said size will change conforme what the person is using (computer,mobile or tablet)
