u only get "ban/temp ban" using VPN that gets blacklisted, (D2Lod)

not all proxy are detected by blizzard, i can sometime connect to battle.net using VPN, (same in jsp, post topic / login, etc etc, not every proxy is detected by them either)

some ISP give u IP that are blacklisted, and blizz wont let u get in battle.net
( happend to a friend of mine 2-3 years ago) he was forced to switch ISP

yeah for the most part (i would say 95%)

unless the ISP is being blacklisted by blizzard
(Internet service provider, )

https://www.reddit.com/r/diablo2/comments/dq756v/getting_auto_restricted_from_bnet_because_of_my/

Its very rare blizzard block ISP around the world,
they focus more on blocking VPN

but they do block small ISP business/companies ,
(A friend of mine living in spain had this issue)
but u would most likely not encounter this (5% or even less)

If u still worry, just stay with the same ISP u have now,
when u move to the new house/home
(If ISP is available in that area)

But u most likely dont have to worry about switch to a new ISP,
