So if someone has 15 characters in a core that's just grandfathered in and if they delete one they are down one forever?

yes. can only make one on whichever core has under 8 chars

Rumor of a possible update would make it cost 100 fg per new char slot from 9-16 total chars of the same core. I just made up this rumor here.
