Powerleveling doesn't really exist in this game. I mean sure you can get dragged to MQ by a group very easily but people aren't going to willingly add on dead weight just so they can MQ.
Now if you are to invest in gear and actually try, then you can join some groups.

Doing master quest gives you nothing, really so there's no point in power leveling. What you want is to go through the process - killing mobs, picking up gear, selling items on mp for easy fg and eventually you'll be able to repeat the process easier and faster. You'll also increase your chances to do group climbs where you sort of power level because it's super fast and still get the chance to get some new gear and/or sell something sweet that drops.
