Try perform a reinstall of your GPU drivers and do a "clean insallation" also.

I did clean installation, twice :) format my pc from 0, upgrade to win 11, and back again to 10 and 50 more tests, end up fixin problem by disable my GPU, now need to know what i can change to make it work normally. Or if its even possible

Did you make sure in Steam Settings > In Game you have the overlay enabled and all toolbar preferences and such are on? Also, cleared cache + try to opt in for Steam Beta and see if that helps.

Maybe contact Nvidia support also.
