Im new in this game
I need to pay $49.99 for Basic Edition and then pay more $14.99/month for WoW Classic, right?

Nope.
If you want to play classic only - just pay the monthly sub :)

If you want to play Retail - buy the War Within on pre-order for 50$ and you get Dragonflight free . You need to sub monthly to play though .
