Does the games load up when I plug it into the new Xbox series x after I logged into the account I bought the game from?

all games on 360 and Xbox one

game saves are uploaded to cloud
as long as u have access to internet / email registered account

Your save games are located in the cloud. Loading a game on the new console will cause save files to sync, and you will be able to access your saves this way easily. Nothing special you need to do.

The games themselves that you have installed on the external will load as well, you won't need to download them.

Some games that are made for the series consoles won't run on an external HD, and need to be installed on the internal ssd or a genuine expansion card due to speed requirements. All your older games are fine on the external.
