Resolution you intend on playing at? Makes a huge difference in price and hardware selection. If 1080p, 4070 is overkill. If 1440p, 4070 should definitely do the job.

The 4070 is nearly identical in power to the 3080, and I used to run a 3080 paired with a i7-11700k and would get 144 fps 1440p on ultra settings on nearly every game.

As of writing this, bestbuy has the i7-11700k on clearance for $195. Crazy deal imo.

That's $800 right there, should pair it with a 750 to 850w psu, putting you at $1000. Add a corsair 280mm h115i AIO, any case you like, and a few more 120mm fans and good to go. Amazon had samsung 980 2tb ssds for $60 the other day. Prob a little more now.

That build right there is ~$1250, leaves you $250 for a 1440p monitor. Samsung - Odyssey G51C 32" LED QHD FreeSync Premium Gaming Monitor with HDR10 - Black is $229 right now @ bestbuy.

If your wife is getting the monitor herself later, use the remaining $250 for a decent ddr4 motherboard and 32gb ddr4 ram

Also, the most important part, make sure you actually get a 1440p monitor. Look for QHD on the box 2560x1440p resolution also.

Also future proofing is a lot easier these days with dlss.
