Wave of Light - Legacy of Dreams - Monk

I see some of the top monks using area damage 20% on their shoulders. Does this replicate actual damage I am doing, or what kind of multipliers does it have?

it replicates to an extent.

The mod is

You have a 20% chance to deal XX% area damage on hits.

So if you stack the % on items you can get over 100% so you would have a 20% chance to deal area damage equal to 100% (give or take) of your normal damage.
