On merc, "cast xxx when striking" should work rite?

Now, i made a Peace for him, so he can cast a Valkyrie on attack. Chance is 2%...50hits..been in game for a LOT now, and didnt cast.

Bug? Or not gonna happen?

Well on fort chilling armor casts so why wouldnt this?

thats a "when struck"
that part of the rw is working well..just striking not
