After the hit-check/hit, your block frame delay would be applied and then you would have an additional delay for the teleport sequence. This opens you up for another attack to start animation sequences all over again. There is no delay in walking, which is the exact reason why it is used to exit trap/stun lock.
E/ after reviewing original question, no. The one or two frame improvement wouldn't do anything as the fastest attack speed is usually 4fpa for melee and hypothetically speaking 3fpa for bowas.
