Strafe should only ever have base 1 point into it for many many reasons

If you want it for PvM, just use Multi-Shot and save yourself the dissapointment of trying for a strafe zon

That chart is not for strafe and it also has few flaws.

With hydra bow you need 80% ias to hit last strafe bp. WF has 35% already (with 40/15 jewel) which means you actually need 45% ias from other gear to hit fastest strafe speed, which is easy to get. So that 50% ias with WF actually gets you to 5/3/3/3/7 strafe.
