my incentive to use foi is so that I can use atmas to get the 5% chance to proc amp which is insanely lethal (furthermore you also u get a nice 20% ar etc for bolt/fury) and with my rare eth self repl 40ias 4xx ed matris I still have max ias and should I encounter a bb/cle user I can always switch back to highlords. Also I quite enjoy the 7ll vs especially druids & necros. On screen it seems I "only" loose about 400+ max damage when using foi gmb.

you do it's a hidden attribute and helps a lot vs palas/barbs is also why +1 in penetrate is nice

Buggedbelt does indeed make FOI viable
But if I was on Europe, I would just use normal GMB Faith for maximum bowside damage output

cos damage is only thing that matters on bowzon, so having maximum damage output makes you good player
