Also did this test
Changed bow to a 6 socket hydra w/ 3x189 min 381 max damage jewels and 3x189 min to give a total of 388-449 base damage
with 160/60 max and 120/45 max Damage shown 3363-3364
hits to kill was 22 3 times in a row
with 160 and 120 Damage shown 3363-3892
hits to kill was 25 3 times in a row
with 60 max and 45 max Damage shown 2277-3251
hits to kill was 32-33

I also always believed that enhanced damage jewels only added that percentage of your weapon base damage. Meaning if you used a sword with 100-100 damage a 40% ed jewel socketed a non-weapon item it would add 40 damage to your base damage.
What I've found out now though is that +max jewels are factored in too. So if you have a sword with 100-100 damage, but have a helm with 3x15 max jewels, a 40%ed jewel would add 40-111 damage.
this is why in the first test I did, the barb died in half the hits when only 105 max damage was added. That 105 max damage was multiplied by ~3500% from the jewels in armor and helm.
Conclusion:
Jewels are not bugged in the sense that the ed and max don' work together,
