He wasn't implying that.
His myth claims that the maximum damage becomes the minimum damage, and thus the maximum damage itself is doubled. According to this, damage would still vary, but at a ratio of 200% or more.

Yeh, tbh if it was true it would make botd > grief on a barb wouldn't it, as botd has about 80 higher max damage and with enough ds gear + mastery, the max damage increase would overide the waaay higher minimum damage of grief.
