but max it to ensure ur shadow summon cast it more often,

u can even test it , lvl 1 mindblast vs lvl 38+

the more lvl on mindblast u have ,the more often shadow summon will cast it

Confirmed, always max it it's a source of free dmg and don't under estimate the little chipping away. And the stun is longer and your shadow will cast it more often.

Yup mindblast still worth maxing.
50dmg after all reductions doesn't seem like much.
But shadow master spam + namelock spam does wither people down faster then they would like it to be.
