just got it and it says there is no d3 lisense on that account? do i really need to "pay" for a fucking beta?

no you need to get a beta license... Which they haven't started releasing yet.
It's a closed beta, not open, so not everyone will get in...

No, if you have applied at battle.net for a beta key u can be chosen at random. (due to specifications)

Once u have a beta key on your account you can play the beta. The download is just a leak, and doesn't actually let u play the game, just to feel what the log in screen is like and music/options etc.
