what would you suggest to someone in that situation? Have you personally experienced muscle loss/strength loss?
Do you not try to add weight each week to your workout for as long as possible?
Even if you progress in a rep range of 12-15 that is still a strength gain. Along with it being a safer rep range when you are in a deficit.

The point of weight training while you are in a deficit is to hold onto your muscle so it doesn't get pissed away.

What specific load would you recommend for someone who doesn't want to lose muscle? Would you recommend the same load for two different people?

So you are not worried about someones safety doing heavy reps during a deficit? What are your lifting numbers again?
Are you assuming someone would train all movements in a 12-15 rep range? What % of their personal best would they be using while doing the 12-15 reps? Do they hit failure or just stop when they get to 12-15?
How far into their deficit would a maximal effort (Repetitions 12-15) make their body catabolic?
