I think that nightmare dragnon (act 2) is a good place to look.

Yes the character level does effect it. As for best level, I'd say between 42 and 58 or so.

So how about if you're looking for a scepter with +2/+3 Sanctuary/+3 Holy Bolt? =)

lvl 58? does the lvl even depend by shopping?

58 is the min lvl to get both the prefix and postfix u need
it is important to restrict the number of possible combinations so lvl is useful

but in the end luck is the most important ingredient

most effective combination for grand scepters: charlevel 52 @ drognan nightmare (maybe with a shopbot that doesn't need to use the waypoint and uses town exit on the upper right)
