Okay, heres my suggestion:

Everybody has to register with an email, right?

So, why not, if somebody is quite inactive, send them an email, giving them XX days notice that their account name will be changed to XXXXXXXXX in XX days should they not become active on d2jsp again, but this notice is only sent to them should somebody show interest on their name?

But, the person interested would have to pay for this (aka the 1.5k for name change for them, and 1.5k for themself)

Well I basically asked for this to happen about 6 months ago because the name i was after hadn't been online for 1600 days and njags response was..

"Can't be done."

Pretty much seals the deal

It would be nice, but it is just more work for Njag, doubt it will happen.
