If you have reported these posts, they have either been reviewed, or are waiting to be reviewed. There are a ton of reports that come in, so it does take time to sort through them. All reports are processed, and dealt with accordingly.
As far as the duped item sales go, this is allowed on the forums, as long as the seller states in their topic that the item(s) they are selling are unperm if this is the case. If a user fails to do this, it could result in a locked/scammer tag if someone were to have an item poof due to false advertisement.
