After taxes it is less than 30k, yes. But again it depends where he lives.
Assuming you have no student loans and are single, where I'm from you could buy a house, a car, pay insurance(home/car)/utilites and still probably save at least 200-300 a month. If you have a family to support, your spouse/significant other may have to get a part time job for the extra expenses though.
If that is starting wage and you get full benefits, definitely worth taking.
