he does something illegal, usually early bump. he says "topic closed", which is an early bump, reports himself and it gets closed

The topic locked itself.

There is a auto-close for early bumping if the user posts 3 times back to back without waiting for the bump timer.

*Note that the user is spamming which is not allowed according to the rules.

There is nothing such as "mod privileges".
All topics and users are threated equally.

As AspenSniper told you before, the thread will only get locked if there is a violation inside.
