Not really. They're about as low as you can get for a high profile PC game. The problem was it wasn't optimized properly which led to some systems not going able to run it despite having the requirments.

the three biggest titles they had are gone

nfl blitz and nba jam was purchase by EA

Just about every computer can. Technical problems that Blizzard caused aside, if your computer isn't ancient you can run it.

My computer can run WoW on mid-high, but it can't run D3 on the lowest settings with like 800 x 600 resolution.

incompatible graphic card?

not all comp can run d3, but its really not that hard to run lol
