because 100% quick draw, would mean that with 1 click you make infinite actions, so 1 hit would kill the sneaky in theory, but can be generated so much numbers in less that a fraction of second?

Quick draw gives a percent chance that you will atk a little faster. The more percent you get the higher chance you have to atk at the quicker speed, but the speed does not increase.

QD halves your attack delay.

so you'd be doing 0 damage every 0.5 seconds instead of every 1 second

Also it's impossible to get 100% qd

It isn't possible to hit 100% QD, especially if you are using a tier 1 weapon. You wouldn't even be close.
