MPA works melee & casting & healing
I have never noticed any glitch with regards to levelling up...
If you are encountering this issue, maybe towning after levelling to ensure that the glitch is removed.

other then the stating Int upon lvl does it not work
in all other instances (if i use mana) it works on every atk
so it functions fine other then the stated occurence

it appears as if MPK is also glitched in this same way.
and i'll bet LPA and LPK are the same way, glitched if stat vit after u lvl until u lose life/town.
i can't really see this as a major problem, because if u want MPA or MPK to work u probably use mana. Once u use mana after lvling the glitch wears off and u can gain full mana.
And with the LPA and LPK u wouldn't really need these directly after u lvl.

that I don't see it being a major issue, as I barely even registered it myself

Thought that it should be brought to light to Those powers that be, in case it may be an easy fix (not sure, as I am not a programmer)

Mpk has no such glitch when I use it I can lvl cast out all my mana and fill it to max with my mpk gear.

I surely do mpa mpk lpa and lpk also lifesteal have a greater rate of success on eps than regular mobs. You may just be unlucky ive never encountered this problem

no, u obviously aren't understanding wut this post is about... it's not that mpa, mpk, lpa, lpk don't work, ever. They just don't work after u lvl and stat to vit or int. It's as if the game thinks u are full of mana/life after u lvl, even if u stat to int/vit which would add to ur mana/life pool. It remains like this until u either lose life/mana, or goto town, and then it works correctly again.

Maybe you did not read my post ALL THE WAY. It works for me EVEN AFTER I LVL to FULL MANA EVERYTIME try using some first. Or re-equip some gear so that the game registers the changes. It is a server and you have to give it time to register everytime you lvl you can use the point view your character and 90% of the time. It still shows that you have 1 stat point remaining. You have to allow the server to catch up.

My MPA works just fine ... It doesnt have a "less" chance of working against reg mobs Might have a less chance of stealing 3MPA instead of 1 MPA

Yes I can use a heal spell, cast or anything else to "trigger" it into working

I was just trying to let those in charge know that there is a flaw in the system ... So did you catch all of that or should I explain in a Kindergarten fashion?
