I don't think that most users actually 'log out' that often. They simply close their browser or just switch to another tab or leave their computer. The 'online' icon shows if their last seen is less than 20 minutes ago. There isn't a way to check if a user is still at their computer, and since most users don't log out, how could they tell if they were offline?
Edit; One other issue:
Many users log in on multiple devices, how would 'logged out' be determined, on all of them? Their main two?
Most people that are trading at work or on a mobile devise will say that they are not able to trade till such time.
I think actually most people only trade while they actually playing the game at home on there computer.
That said if your still logged in on one devise then you still might be around to check trades.
This is for people that are logged off totally.

Yes scamming is a huge problem. But if you trade wisely then you should never be scammed.
Hackers are bnets fault since they dont patch the game every season or do regular bans.
Spammers are much reduced since the old days since d2jsp started giving people bans for misbehaving.
