Why should the Graphic Art Contests subforum be removed?
It's quite simple, the subforum is dead. Nobody ever watches or uses it.
This is also the reason why it hinders new upcoming contest activity.
There's absolutely no need for a whole subforum where only a handful of threads are made per year.

Where should existing threads be moved to?
Simply move them to the Graphic Design forum, that's where they belong to.

Need proof?
Just check out the threads in there for yourself: Graphic Art Contests
The first page of topics still has threads with a last reply of up to "554 days ago".

Ignore my SotW thread, it just got moved there, which is also the reason why I care enough to post this suggestion.

Well, that forum is there for a reason, we just don't use it.
No necessary to remove it in my opinion.

yes remove. Nothing more annoying then when we try to have an active contest in GD and it gets moved there and half of gd + the voters think it got removed/deleted and Its never seen again....

I've got 1 questions: Why don't you post your contests in there? That subforum has been made for a reason, so why post your contests in the Graphic Design forum?
I even see people creating contests in the Graphic Design General Chat topic, why is that?
