Currently the block PM system blocks a user from sending you a PM

But, it does not block them from sending you 0.01 fg with a message.

If you block someone from pming you chances are you probably don't want to be trading with them.

I suggest an option that will prevent a user from sending you any fg thus ACTUALLY blocking them from privately communicating with you.

Summary: Allow block list to also block receiving FG from user.

yeah, that was the idea, in addition to the current block list, not a replacement to the current implementation
